The bond will be governed by UK law in an attempt to attract investors who fear they could be wiped out by another debt restructuring.
Greece is taking advantage of falling borrowing costs across Europe amid growing speculation that the European Central Bank will embark on a round of quantitative easing.
However, Alan Wilde, head of fixed income at Baring Asset Management,
said: “I still can’t see why anyone would want to own Greek debt. Greece comes into the category where it renegotiated but did not repay the debt that it owed.”
Armin Peter, head of European debt syndicate at UBS, said the bond sale could be an important turning point. “We could now be in an era of post-crisis market dynamics where we have left the European sovereign crisis in the history books.”
Salman Ahmed, fixed-income strategist at Lombard Odier Investment Managers, said the sale was more a political move than an economic one.
“The fundamental facts on Greece are that the country’s debt to GDP ratio is high and forecast to increase before the end of the year,” he said. “This is about what Greece wanting to signal to the markets that the crisis is over.”
