Η ρήξη των ΗΠΑ με την Τουρκία επηρεάζει μία σειρά εξοπλιστικών προγραμμάτων και όχι μόνο τα F 35. Εξαιρετικά σημαντική είναι όμως η αναφορά για την επικινδυνότητα της παροχής των συγκεκριμένων αεροσκαφών στην Τουρκία, την ίδια στιγμή που η Τουρκία θα αποκτήσει και το πυραυλικό σύστημα S 400. Οι επιτελείς των ΗΠΑ θεωρούν ότι εάν η Τουρκία έχει τα αμερικανικά αεροσκάφη τελευταίας γενιάς στα χέρια της, ενδέχεται να παράσχει τεχνογνωσία στους Ρώσους ώστε να βελτιώσουν με την σειρά τους τα αντιαεροπορικά τους συστήματα. Μετά από αυτή την αλλά θεωρείται αδιανόητο για τον πρόεδρο των Ηνωμένων Πολιτειών να επιτρέπει την πωληση F35 στην Τουρκία αν δεν ακυρωθεί αμετάκλητα το πρόγραμμα των S 400.

(iii) an assessment of the impacts of a significant
change in participation by the Republic of Turkey in
the F–35 program and the steps that would be required
to mitigate negative impacts of such a change on the
United States and other international program partners.
(D) An identification of potential alternative air and
missile defense systems that could be purchased by the
Government of the Republic of Turkey, including air and
missile defense systems operated by the United States
or other North Atlantic Treaty Organization (NATO)
member states.
